In-State vs. Out-Of-State Tuition

As you can see from the graph above residency makes a big difference in your student’s tuition. If your student’s tuition seems high check their residency status, then encourage your student to work with the residency office to correct their status if possible.

Residency Status
Your student's tuition is based on how many credit hours they are taking AND if they are an in-state resident or out-of-state resident.
Things to consider as you look at your student's residency status:
- Living in Utah: Has your student lived in the state of Utah (UT) for 12 consecutive months prior to the first day of class?
- State ID: Do they have a Utah state-issued Drivers License or ID card that they can show to the residency office? If not, please encourage your student to obtain one.
Exceptions to Residency Status
There are some exceptions to residency status that can be considered. Please look through the tabs below for more information, such as what documentation you will need to provide, and who is eligible for these exceptions.
Higher Education Reasons for Utah Resident
Documentation:
- Student's Utah driver's license.
- Utah vehicle registration.
- Federal / State tax return or 1040 / TC-40 form.
- Verification of payment of non-resident tuition paid at out-of-state college / university.
Recently Returned from Religious Service
This applies only to those who were Utah residents prior to leaving for service.
Documentation:

Letter of release from organization verifying the temporary ecclesiastical service.
- It must include dates of service and establish that the student was released to a Utah address.
- Student’s Utah driver’s license.
Married a Utah Resident
Documentation:
- Student’s Utah driver’s license.
- Utah vehicle registration.
- Spouse Federal / State tax return or 1040 / TC-40 form.
- Spouse’s Utah driver’s license.
- Marriage certificate.
- Spouse’s verification of physical presence* in Utah for a full 12-month period.
*Example of verification of physical presence: rental contracts, pay stubs or utility bill (one for each month totaling a full year.
Undocumented Student Who Qualifies for HB144
Students must have attended a Utah high school for three or more years and have graduated from a Utah high school or attained the equivalent of a high school diploma (GED) and may not have registered/enrolled at a Utah System Institution earlier than (before) the Fall of the 2002-2003 academic year.

Spouse / Parent(s) Permanent Full-Time Job Transfer to Utah
Documentation for Spouse Working:
- Student's Utah driver's license.
- Utah vehicle registration.
- Marriage certificate.
- Spouse's driver's license.

Letter from employer must be dated, and include name, Utah address, employment start and end dates (if applicable).
- Include if employment was a transfer or recruitment be signed by a company official.
Documentation for Parent(s) Working:
- Student's Utah driver's license.
- Utah vehicle registration.
- Parent’s most recent federal tax return (Form 1040) to verify dependent status.
- Parent driver's license.

Military Service
Please print and complete the Application for in-state tuition based upon Military Service Exception (Links to an external site.) and include the documentation listed that corresponds with your exception.
Documentation:
- Veteran of the United States Armed Forces or Veteran‘s dependent (R512-6.13 & 6.1.4).
- Active-duty military service member or dependent with current duty station in Utah (R512-6.1.1 & 6.1.2).
- Section 702 Waiver*.
